Starting in new file 600 x 400 px ( or larger )

Fill the background with this gradient

Applied Texturizer ( Filter >> Texture >> Texturizer )

Next, Filter >> Render >> Lighting Effects

Duplicate layer ( Ctrl + J )

Add Stroke effects on new layer

Open ResourceBlock, load my brush

Use this on "Layer 1" 20 % opacity

Continue with this brushes, 100 % opacity ( on new layer of you want )

Merge all layer contain Brushes and Red background layer ( if it doesn't )

Duplicate this layer ( Ctrl + J )

Gaussian Blur with 10 px radius

Change blending  mode = Soft Light

Mode = Overlay

Opacity = 23%
