Create a new file (File>New), having 1024x768 px and 72 dpi.
Use after the Rectangle Tool (U) to draw the background of the figure to be.
Select next demonstrated layer's parameters by making a mouse click on the layers' panel.

Now we should select the Ellipse Tool (U) to represent the clouds for the picture (it means drawing several circles on the same layer), pressing SHIFT simultaneously.

Next we have to draw the rainbow's semicircles, applying the same Ellipse Tool (U).
Use the next indicated colors for the rainbow's elements.
Take the previous instrument to represent one more circle:

Make four copies of the last represented layer and select after that the Free Transform option to make smaller each copy proportionally, following the previous one. Arrange them on the picture the way shown below:
Next we'll try to draw an ornament, consisting of several small circles, choosing the well-know Ellipse Tool (U).

On this stage we may combine in a group several circles, one into another (press Ctrl button to mark out the necessary layers and hold on the left mouse's button while taking down the marked layers on Create a new group selection). Use the Ellipse Tool (U) again to draw one more group consisted of small circles:
Make a copy of the layer containing the cloud and select the Free Transform option to place the copy as below, applying different parameters for the copy:

Insert on our picture one more group made of small colored circles, placed one above the other. In this case we'll choose the Ellipse Tool (U )also.
Make two copies of the cloud's layer and select again the Free Transform option to change the copies' sizes and their placement on the picture. Move off the layer's effect and apply for the new copies white color.
Make a copy of the white cloud situated on the left side and select the Free Transform option to move a little the copy to the right side, applying the for the copy the next shown parameters:

Blending Options>Stroke
Try to draw inside the recently made cloud a group of small circle, choosing for this operation the same Ellipse Tool (U).
