Step 1: "Ctrl+N" create a new file.
Step 2: "Ctrl+Shift+N" Create a new layer and fill in black.
Step 3: Press "T", use the horizontal type tool type words.
Step 4: Ctrl+T, then rotate the words 90 degree as following picture.
Step 5: Layer-Rasterize-type.
Step 6: Filter-Stylize-Wind.
Set as follow:
Step 7: Press "Ctrl+F" two times to repeat this filter.
Step 8: Filter-Distort-Ripple.
Set as follow:
Step 9: Press Ctrl+T, rotate back the "burning" layer.
Step 10: Click the button in the red box, and open then the Hue/Saturation window.
Set as follow:
Step 11: Press "Ctrl+J" to duplicate the adjustment layer, and then change the layer style to Color Dodge.
Step 12: Filter-Blur-Gaussian Blur. Set the Radius 0.7.
Step 13: Go to the "BURNING" layer, Press "Ctrl+J" duplicate this layer.
Step 14: Click the button in the red box, add a musk to the "BUNING copy" layer.
Step 15: Use the Gradient tool draw black to white on the mask from up to the bottom.
Looks like the picture below.
Step 16: Open the animation menu.
Step 17: Set the current frame as follow.
Step 18: Click the "duplicate selected frames" button two times.
Step 19: Set 3 frames as following. (Set indicates layer visibility only)
Frame 1:
Frame 2:
Frame 3:
Step 20: Shift select Frame1 and Frame2, click on the button in the red box.
Set as follow.
Step 21: Shift select frame3 and frame4, do the same thing as Step 20.
Step 22: Press Ctrl and then select the last frame and the first Frame, do the same action as Step 20.
Result:
Step 23: Save the file in GIF.
