Here's a neat little effect using just the 'Spatter' filter on a rasterized text layer, then brought into Adobe ImageReady for a simple four frame animation...
Start by opening an image of a eye.
Using lasso tool select upper area of the eye lashes. Press Ctrl+J to let the image under selection paste in a new layer.
Hide the duplicate layer. Using elliptical marquee tool select the eye lid.
From select menu apply save selection.

Start by applying a light color gradient to the background layer.
Create a vertical and horizontal axis using line tool.
Add some value dividers on these axis using line tool.
