I made this up like like, five minutes, but I thought it still turned out kind of cool.
1. Open a new document that is 500 x 500.
2. Color the background black.
3. Use any color you like, and change the brush to a 65 airbrush. Make an asterisk pattern, like shown below (it doesn't have to be perfect)
4. Now go to Filter> Sketch> Chrome with these settings: Detail: 10, Smoothness: 10
5. Press Ctrl+J to copy the layer. Set the blending mode to lighten
6. Now go to Filter> Distort> Twirl and twirl it 150
(you can copy the layer again with Ctrl+J and repeat it with a different twirl, your choice)
7. Crop out the coolest section for what you need.
8. Pick a layer, and press Ctrl+U for the Hue/Saturation menu. Check colorize, and choose a color you like by moving the Hue arrow up and down the slider.
9. Select an uncolored layer, and repeat step 9 with a different color.
10. Now go to Filter> Lighting Effects and choose Omni for the lighting style. This should center the light. You can choose different layers to have this lighting effect, and some not to have it. Whatever floats your boat.
11. Once you're satisfied with the background, add some text.

Add a picture, mess around with it. That's it.
Oh and, the picture is big (500 by 500 is big) So you can start it smaller, I guess you have to use a smaller brush though.
