This tutorial will teach you how to make a complete sig using only filters, as shown below.
Step One:
Open a new document, i'll be using a 400x100 size document for this tutorial, just try to make sure the document is signature sized.
Step Two:
Go to Filter>Render>Clouds. Then Filter>Render>Difference Clouds. Press ctrl + f to once again use the Difference Clouds Filter, do this until you get an effect you like.
Here is what I have so far:
Step Three:
Go to Filter>Brush Strokes>Angled Strokes. Now press ctrl + f to do this effect again.
Here is what I have now:
Step Four:
Go to Filter>Brush Strokes>Accented Edges. Press ctrl + f to do this effect again. Now press crtl + I to invert the colors.
You should have something to the effect of:
Step Five:
Go to Filter>Sharpen>Sharpen. Now, duplicate the filtered layer twice. Set the top layer to overlay. Set the middle layer to lighten. On the top layer, go to Filter>Blur>Radial Blur. Radial Blur that layer at 60, on zoom, set on the best quality. Select the middle layer, press ctrl + f to do the effect to this layer also.
You should have something like this:
Step Six:
Duplicate the initial layer again. Set it above all of the other layers. Ser the layer mode to Screen. Set the layers Opacity to 30% Go to Filter>Blur>Guassian Blur, Guassian Blur the layer at 10.0.
Now you should have something to this effect:
Step Seven:
Duplicate the filtered layer again, and set it above all other layers. Set the layer mode to lighten, and set the opacity to 50%. Now go to Filter>Blur Radial Blur. Blur the layer at 100, with Zoom and Best Quality Selected. Now go to Filter>Render>Lighting Effects. Set the style to Blue omni, and the the lighting type to omni. Choose White as the lighting color: Use the default lighting settings for this tutorial. Now duplicate that layer, and set the opacity to 30%.

Step Eight:
On the initial layer, and the last layer, do the following effects: Filter>Render>Lighting Effects. Leave all of the settings the same as before save two:
Ser the intensity to 100.
Set the color to 04a8fd
Now duplicate the original layer again twice. Set one above the last layer you made, and set one below it. Set the one above it to lighten, at 80% opacity. Set the one below it to overlay at 100% opacity. On the one below it go to Filter>Render>Lighting Effects.
Use these lighting effects:
Intensity: 100
Gloss: 100
Material: 0
Exposure: 100
Ambience: -25
Color: FF018
Press ctrl + f to do this again on that same layer. Radial Blur that layer at 100 on Zoom and Best Quality twice. On the layer you set above, radial blur it once at 100 Zoom, and Best Quality.
You now should have something like this:
Now simply add text, a render if you wish, and a border, and your signature is done, using only filters.
