1. Start with a new document (Ctrl+N). The dimensions of the document aren't important, just make sure you have a black background

2. Type your text, use a font such as slayer, rather thin and horror like and give it a white color

Select the text layer and hit Ctrl+A, now go to Layer> Align Selection > Vertical Centers and then Layer > Align Selection> Horizontal Centers

Now your image is perfectly centered

3. Layer > Flatten Image

Image > Rotate Canvas > 90 CW

Filter > Stylize > Wind

Method: wind
Direction: from the right

You could also apply the wind filter a second time, that should give the best effect in general, but I wouldn't recommend applying it three times

4. Image > Rotate Canvas> 180 CW

Filter > Stylize > Wind

Method: wind
Direction: from the right

Again you have the choice, applying the wind filter once or twice

5. Image > Rotate Canvas > 90 CW

This should return the image to its original position

You could also rotate your image 4 times, use 90 each time and apply the wind filter, but remember that the final result isn't going to be a as good, you will see the wind filters collide with eachother. But it could also give the effect you were looking for..

6. Now the fun part:

Image > Mode > Grayscale

Image > Mode > Indexed Color

Image > Mode > Color Table

Choose black body in the color table and hit ok

7. Image > Mode > RGB Color

Retype your text using black, align it as I explained in STEP 2, now it should perfectly match in the image, flatten your image and voil, your ready.
