Type 'text' with arial black font having 120 point size and red color (#FF0000). Rasterize the layer and apply Glass filter (Filter>Render>Glass) as shown :

As you can see, this filter creates a wall like distortion :

For more realistic look, we will add drop shadow and pattern overlay as shown :

I used drop shadow to standout the text and pattern overlay to create an illusion of wall. I hope, you will like the tutorial :)
