1. Create a new document and use the "Text" tool (T) to enter your text in the middle of the canvas. To center the text, select the canvas (Ctrl+A) and align the text to the verticle (Layer> Align to Selection>Vertical Center) and horizontal centers (Layer> Align to Selection>Horizontal Center). |

2. Duplicate the current layer (Ctrl+J) and apply a Radial Blur (Filter> Blur> Radial Blur) to the new layer. Apply the following properties in the "Radial Blur" window:
Amount: 100
Click OK. |

3. Duplicate the top layer to increase the effect. |

4. Decreasing the opacity of the text layer and your text should now look similar to the image in this step. |
